You need DVD authoring software, or wait for the soon-coming Vegas 4 which will offer a DVD package that allows you to master a DVD from within the program (at least that's the hint I think Douglas Spotted Eagle gave recently). If you have DVD authoring software, first master your movie in Vegas and then use the Main Concept encoder to render an MPEG 2 file to be used in your program. (Some programs require a separate audio and video and Main Concept allows you to do this also).
If you don’t have DVD authoring software you might want to download the 30-day trial version of Ulead DVD MovieFactory 2 ($45 USD) or Ulead DVD Workshop ($280 USD) and see if you like them. I use DVD MovieFactory 2 myself. You’ll also need a DVD burner. Don’t laugh, I just answered this question on the VideoFactory forum and the person was trying to make a DVD with a CD-R burner so it may not be obvious to all that a DVD burner is a pre-requisite to making a DVD. If you don’t have a DVD burner yet, a lot of them come with bundled software so you might want to check out the software that comes with your burner before you buy other software.
By the way, it IS possible to make something called a "mini-DVD" with a CD burner, but the problem is that very few DVD players recognize the format. The other problem is that it only plays for 10 minutes or so.
I recommend DVD Complete from Dazzle. It's not a beautiful program, but it works. I'm also finding some limitations in modifying the menu templates you have to start with, but it's probably the best thing out there for < $100. Or, wait for DVD Architect. That's what I'd do. Personally, I can't wait to get my fingers on this new beast.
I just upgraded to Vegas Video and read the MPEG overview which said that some DVD authoring software will re-encode your MPEG2 which will lower your video quality. Any Ulead MovieFactory users know if MovieFactory 2 does this? Any suggestions on what to buy?

DVD Workshop gets pretty good reviews from those who use it. Ulead offers a free trial version.
I use DVD MovieFactory myself, and version 2 offers a pretty high degree of customization for the price. Best of all, it never burns a coaster and has never crashed for me.
I'm excited about DVD Architect, but I'm concerned that Vegas 4 +DVD is going to end up too pricey for me. Fingers crossed. :)
