Apart from needing the mpg encoder the ac3 encoder would be handy as well if you need to fit a lot onto the DVDs. Also you also see a way to author your DVDs.
Never used VV 3 but I'd say the upgrade to Vegas 4 + DVDA would be a good move.

Edit your video and create an uncompressed AVI in Vegas. Then Render the AVI to Mpeg 2. You will have to activate the Mpeg 2 license which came with Vegas 3. Call them if you have a problem. Then:

I second what Farss said. To make it clean, efficient, and simple upgrade to Vegas 4 + DVD. You won't regret it.
