What you're asking for cannot be achieved in VV3. I can only edit and prepare content for DVD. A product suited for creating menus and such would be DVD Architect, currently in beta stage right now. Go download a copy for yourself and give it a try. I'm sure it will suit your needs perfectly.

It depends what authoring software you use as to what your menu needs are going to be.

Some of the more expensive programs give you greater freedom to design your own menus, but you have to do all the work. With budget programs they do most of it for you.

I use VV3 to create motion menu backgrounds & then Photoshop to create the sub-pictures (button highlights) that go on top of these for links. These are then imported into my authoring software.

As far as I know, there are a bunch of cheaper programs that will do almost all of the work for you. You might have the option of changing the menu background (static), the button pictures (static), and the button arrangement.

Next tier up & you can use motion backgrounds, & often up another notch, motion buttons. From then on, moving upwards gets you a bunch of technical features that might not matter to you. There are a couple of ways that a DVD can handle buttons internally for example, each with their pros and cons - unless you're biz is authoring DVDs, you could probably care less - just want the things to work.
