It's not an "editing" timeline as in Vegas. It simply there to add your media and to set markets, subtitles, etc. You can't "move" the video or the audio -- each one will be flush with the beginning of the timeline no matter what. If the video is shorter than the audio, then the audio will be truncated. If the audio is shorter than the video, then the media will be silent after the audio finishes.

You should do any editing in Vegas.
