Doesn't open when activated from the icon or by right clicking.
Not so with Pan/Crop or Media FX.
Looks like something shoots down off the bottom of the interface when clicked.
Make any sense to anybody?

You've moved it off the bottom of the screen. You should find it hidden under the Start bar. Move the start bar out of the way (maybe turn on auto hide) and you can find it and drag it back up. Otherwise, just change the resolution of the screen to a higher resolution, move the window, and then change the resolution back.

Doesn't make sense to me. Try "View/Windows Layouts/Default Layout" -- if that' doesn't work -- de-install and re-install Vegas.
A screen shot would help to see what your layout looks like

Now preserve your layout. View/WIndow Layout/Save Layout as --- when ever you have a similar problem of finding a window (it is remarkably easy when moving quickly to "lose" a window) -- you just use View/Window Layout/ to retrieve the layout you want ..

I never paid much attention to this feature of Vegas that allows you to configure your screen differently for different types of projects and then recall those layouts --- it can be very worthwhile.
