Edit Separate Frames

How can I edit and apply effects only for the frames I want in some clip?
I will be glad if you tell me in more details because I am still green with that program

Split the media to spearate the frame you want (use the s key), then apply the FX to the one frame. Zooming in will help you work on a small segment like this.
