You probably need to ungroup the tracks. Select the video track, hit the "U" key, this should ungroup the tracks and allow them to operate independently

If you don't have any track or event (clip) selected, "S" will split all tracks (events) at the cursor.

If you select a track or event first, then press "S", it will only split the selected track / event.

Like Scott mentions, grouped events will be split because when you select the video, for example, you are also selecting the audio. (I don't know what happens if the Ignore Event Grouping button is activated...)

Sorry, I don't recall the exact details, but that should help get you going.
