In the "old days" of (broadcast-grade) videotape machines, there was an "E-E" switch on the VTR.
If the switch was off, you wouldn't be able to monitor the signal feeding the machine.
When the switch was on, the signal feeding it passed through to it's destination (monitor, switcher, router, etc.).
Not sure if this helps you but that's what I understand EE to mean.

Well I'd disagree with it being the 'old days'. ;) VTRs are still widely being used (in broadcast) and sold.
I don't think Vegas will do EE as it's not a real-time/linear system.
