Effect question

I'm looking to create a transition effect where I have one image that gets shaky and staticy (like a poorly tuned TV channel) and then a new image appears. I know I've seen this used often but can't think of a good example.

Can any recommend a combination of transition and effects that could accomplish this?

Take a look at the film effects. Some of those can be modified enough to generate effects along the lines you're talking about. Then simply fade the clip out.

Also try the TV simulator, blending it in (w/key frames) over a simple dissolve.
