Please be specific regarding "it doesn't go through."
Are you using a mail client like Outlook, Thunderbird, etc? Or a web based service like Yahoo or GMail? Do you receive an error message when trying to attach the file, or does the message get sent off okay, but the recipient reports a problem? If the latter, do they get the message but not the file? Or do they get the file, but it won't open?
And you may already know this, but just in case: Keep in mind that a Vegas project (VEG) file does not contain any images or video files, it only references them. If you have any external files referenced in your VEG, you need to send those as well.
I don't understand what the problem is with emailing .veg files. I just tried it using both my local ISP mail account (Time Warner Cable) with Outlook, and also Hotmail. Works both ways. But like Rob said, you have to save your media with the VEG file. You have to check the little box at the bottom of the Save page, and then choose the option of whether to save the entire media, versus just a trimmed copy. Obviously if you're going to email the project, you may want the smallest file size possible.
But as far as emailing a VEG file, there's no issue.

That depends. I was emailing some veg files to the government and they were getting bounced back as undeliverable. I tried zipping it, changing the extension... just about all I could think of and finally I just put it on my site and sent them a link.
My employer is a government contractor and we block many types of file extensions (exe & zip and two) can't say why veg would tip them off but deleted the extension and providing instructions what to tack on the end always works.
