Encoding for the Web...

Maybe I'm missing something....I want to encode a clip for streaming similair like Windows Encorder 9 that alllows multiple bit rate to allows it to fall back to a lower bit rate to compensate for users connection speed...do I just select (check) more than one target bit rate (bit rate tab)?

one other question... is the encoder in Vegas better than media encorder 9 for multi-bit encoding?

I have found vegas does a whole lot better at encoding than media encoder...just wish we had more options in the template to select multiple image size to go along with the multi-bit encoding....
