as far as I can tell, this is the same as it is in Vegas 1.0 The
difference is that using the "V" key does not delete the envelope - a
long overdue fix - it simply removes it from view. The same with the
Pan envelope (P). You can insert and remove envelopes from right
clicking on the track name portion of the track. Also, notice that
envelopes can now follow events and can be copied and pasted...

I see what you mean - I never used the envelope edit tool. I used to
do it from the regular edit tool. Even so, removing the envelope no
loger deletes it. Thank god! The eay to delete is by removing the
envelope.
Perhaps they should put the right click back in there, though, for
viewing...
