I found another error code 740 issue on the forum from June 2020 - https://www.vegascreativesoftware.info/us/forum/error-740-vegas-movie-studio-17-platinum-steam-edition--121919/ Have you seen this post?

From this it seems that the problem might (speculative only) revolve around Steam programs installing in C:\Program Files (x86) - which is for 32 bits programs - rather than C:\Program Files which is for 64 bits programs. The last comment in that post from the OP said that running VMS17 in Windows 8 compatibility mode worked.

Even though you mentioned that you've tried a lot of things that you found online, you haven't actually listed in your post what exactly you have tried.

I am nit a huge tech savy person. So i tried to run as administrator. I tried uninstalling and reinstalling i cant find where it lets me change the file location it just downloads and installs in steam. I saw that ither post but i dont know how to fix the issue i am frustrated cause this is the third time i have had this software crash in the middle of editing something. I have lost hours of work. And now i cant even get into it.

But have you run it in Windows 8 compatibility mode? Right click the programs icon on the desktop, from the context menu that opens, select 'Properties' and then in the Properties window select the Compatibility tab. Under the heading 'Compatibility mode' check the checkbox for 'Run the program in compatibility mode for:' and in the dropdown box just underneath select 'Windows 8'.
