I don't know what the cause is, but you can try using DVDA to simply prepare rather than prepare and burn. This will produce two folders, AUDIO_TS and VIDEO_TS.

These folders can then be burned to disc using a program such as Nero or Record Now.

My problem was not identical, but produced a similar message.
I found that if I resized large images (say 2000x1000 pixels ) to the native video size (approx 720x576 for PAL), then 'error occurred writing a file' problem went away.

Also, maybe check disc space free on the destination drive and the drive where temp files are kept.
