error snapping to.

I am playing around with Vegas 4 to see if I want it. One thing I have noticed is that it snaps my cursor to the quarter notes. I can't adjust events or my cursor to say 16ths or so. I have snapping turned off. To give an example I have on the ruler starting at 00.00.00.00 and I can only move my curser to 00.00.00.01 as the closest marker. I can not use any of the time marks in-between. I need use of these times.
I have looked at the options and properties and have not found anything to fix this.
Please help.

By default Vegas is set up for video editing where you don't (usually)
want to be moving, etc, by less than one whole video frame. But when editing audio, of course, you don't want this. All you need to do is uncheck the "Quantize to Frames" setting on the top of the Options menu and you will be able to position things wherever you like.

When you are editing viideo, remember to turn "Quantize to Frames" back on.
