Event Pan/Crop - can't drag X position

VP13 - in the event pan/crop dialog, I am not able to drag the window horizontally - only vertically. In order to move horizontally I have to activate the X-center slider in the "Position" dialog. This happens on every project I have created in VP13. Any ideas?

There is a selection on the left that disallows movements (either horizontal or vertical). It looks like an arrow, change it to where you see two arrows.
