Exported mp4 has 44 msec audio delay according to sound editor

When I export a video from Vegas Pro 12, and open it in a sound editor (Goldwave), the audio has 44 msec delay in the beginning. I wonder if it is just the incorrectness of the wave editor, or do I have to consider this delay to appear when any player opens the mp4 and plays it?

At the same time, if I export wav and open that in the editor, that doesn't have this kind of delay.

In SF-12 Pro, I get about 40ms with the Sony AVC/AAC and Main Concept encoders. About 11ms with the Nero AAC encoder. About 21ms with the MC encoder in VP. The original is a 48k PCM.stereo file,the encoders were all set to 192kbs There was no picture involved if that makes any difference.

Addendum, a further test indicated a Main Concept encoded AAC-MP4 in SF Pro10 was dead on. This was encoded at 320kbs, from the same PCM file. I will experiment further when time allows.
