Exporting the current frame as an image

Is there a way this can be done in Vegas 8? Wherever the time marker is, however the composite preview window looks, it would create an image at the full project resolution.

Absolutely!
Set preview mode to BEST FULL and click the diskette icon above the preview window.

Ah! You know I used that before, but I thought it only output what was in the preview at the window's size (and I needed it full size) I had no idea if you changed the preview quality to best and full that it would re-adjust the export to that.
