Extra frames

I've got captured analog video from VCR using LeadTech Winfast PVR in to mpeg-2 file. When edit (just do split here and there and remove some bits, no transitions) and previewed - it is all perfect, but after rendering (which takes about 8 hours and produce roughly same size file) in most cases my cut points not exactly where I've placed them. They usually move by 5-7 frames away (forward).

Is anybody experienced the same problem in past

If it started as MPEG 2, it's probably to going to the nearest "I" frame for a cut - frames in between I frames only contain amendments relative to the previous I frame.

If you capture from analogue to DV, via a converter or DV camera, edit, then render to MPEG2 you won't get this problem.

It was captured straight to MPEG 2 from analog. I probably could try to redo it (with possible a lot of pain) if nobody could recommends a better way doing it.
My 'project' is to cut DVD from our 'old' home video (11 - 3 and some 4 hours VHS tapes). I already captured all of them to MPEG 2 (took good 5 days and about 80 gig). They have a lot of garbage in 'connections' mostly 2-5 frames which I (unsuccessfully) try to remove.

Capture all of it to avi could be a problem because I would run out of disk very quickly. Is that that the only option?

By the way, is it possible identifying which frame is "i" frame and which is not?
