Try changing a single setting at a time to understand what has impact.

It may be that the hardware decoders are doing poorly with your media, so the old non-GPU enabled decoder is helping.

Disabling dynamic ram preview hurts performance.

Closing media when not in use is irrelevant as you are actively using VEGAS when you render and play back media.

That's what I did to come up with these settings this is 26 test in 6 hours

I'm just sharing what made my render work

With the info I have read on the forums here

There are multiple ways to get a good performance

and nothing was changed in my laptop only the program
