file i/o surrogate crash on startup, Vegas 11

I just started having a weird issue where Vegas Pro 11 build 511 crashes at startup with the message "file i/o surrogate has stopped working". I googled around and tried this fix which was recommended:

"Run PRSConfig.exe (which is found in the same folder as Vegas90.exe, typically “C:\Program Files\Sony\Vegas Pro 9.0” and set the Detection Level to “Compatible” and click OK."

...but that didn't work. Any ideas on how to fix this?

That is the "Problem Reporting Service Configuration program installed by Sony with Vegas and DVDA, and probably with other programs.

Did you try turning PRSC off (disabled)?

I ran PRSConfig.exe and set it's detection level to "Disabled", but that didn't stop the problem. Or is there a way to set that in Vegas itself? I checked in Vegas options but couldn't find anything.
