Assuming the file you have has been encoded in MPEG-2 and isn't some other format that will need compression to be put on the DVD video. You can recompress at a lower bitrate. Depending on which version of DVDA you have you could burn a DL disk (if your burner also supports DL media), or as you already suggested, break the large file up into smaller.
