Do a search as this has been discussed many times before. Spot recently did a tut on how to do it and JetDV has a script that automates part of the process...just search for 'Film Look Script' And here is a little bit of info - JetDV and myself are working on something that will make the 'look' a bit easier as well.

Here is a simple method for something like film-look. Decrease the brightness and increase your contrast. Crush your blacks. You might also consider fiddling with color saturation/levels. If you are going for the lower frame rate look, there are several ways of going about that, but most involve a loss of resolution or quality. I think there is a way to drop a field and line-double the other (I am at work and don't have Vegas in front of me). Hope this helps.

Just a thought, but lighting has a heck of a lot to do with video looking closer to film. If you need help in this area, Lighting for Digital Video & Television by John Jackman is an excellent book with lots of suggestions for low budget lighting. Check it out.
