With all the flags up these days I suggest you go out and shoot one. Then add slo mo. pick a day with a stedy wind that is moderatly strong.
I have some footage if you like.

Another way to achieve the effect with a still image is to use the techniques described in the height maps tutorial at :

The tutorial shows you how to control an image with another image using the appropriate compositing mode. The tutorial example is text "floating" on water. But at the bottom of the same page is a link to "Royalty free motion graphics for video production". Their free download is called "white satin" which is intended for wedding productions...it is basically a billowing sheet of fabric (like a flag)! You could use this to "modulate" your still image and make it look like a billowing flag!

Take a look at the tutorial...it is way cool!!! ..and experiment !
