Flickering/BAD video quality - even with reduce flicker on!

I've never had this problem before...
However, I just finished a 13 minute project. It's a slideshow of lots of pictures, and some video interviews mingled in between. Also put to music, with titles etc.

Anyway, I'll try to describe it all the best I can.

First of all, most of the pictures seem to "move" up and down or side to side really really fast, a really small amount. I can best describe this as the edges of the pictures flickering. Especially noticeable with white on black, etc.
This is happening like crazy..and I'm not sure what the culprit is! I highlighted all of the video/picture tracks and right clicked, and selected "reduce interlace flicker." Everything is on "Smart resample."

Also, some of the pictures seem to have like a flicker of "digital pixelatedness" - if that makes ANY sense at all! It just looks ameteur and very very bad! like faulty, etc!

I have vegas 4.0d, and have NO problems up until now. I have only watched and viewed these problems on windows media player - I havn't taken the time to try to put it on a dvd and see if it's the same on my tv, simply because windows media player has always been as or more accurate as my tv before now!

I mixed down my project to an uncompressed, full quality/resolution .avi file.

Don't know how much I can help, a few things to check. Is field order still lower first?
How does it look in the original project on the preview monitor?
As they're stills they're progressive scan so they should look OK on the preview monitor. I've noticed this problem with stills with fine detail on a number of occassions.
