"Flutter" in single shots in video

I have a problem. I will load a series of single shots, from Pictures and will, once in a while the image will flutter. Can I get some advice on how to avoid this from happening?

At what point are they fluttering? During playback of the timeline or in your final output?

Output an AVI and then look at it in Windows Media Player. Do you still see a flutter?

And, if so, is it always fluttering at exactly the same spot or does it happen randomly?

This flutter happens on some of my stills too, but typically with the 44kb ones that I extract from the video. It's not really noticeable in the MStudio software or Media Player, but mostly while watching the finished DVD product on any player and any TV.
