Frame by Frame?

Hey, I'm just getting into video editing but the kind of stuff that I'm wanting to do requires editing frame by frame...Does Vegas support frame by frame editing?

Of course. In every keyframe tool, you can zoom in and see by frames if you'd like to. Just press the + button in there or while focused on the keyframe tool, press the up/down arrows or use the wheel on your mouse. You can even go deeper than frames if you wish.
