Depends on what device you intend to play it on, and what media you are going to use to store it.

Sorry, it's mainly for computer playback including insertion into PowerPoint. 640x480.

Most of the time I render out DV files (using Network Rendering) because the client wants those as well using the 2-3-3-2 setting and then encode on another machine using WME, typically at 1Mbps VBR and leaving the frame rate at 30. I have tried it at 23.97 but I'm not sure it looks as good.

For computer playback, you can use pretty much any framerate you want.

Between 24p and 30p, absolutely 24p is the better choice. The filesize will be smaller, for one thing, and 24p will give you the best quality, because that's the native footage and you won't have to resample artificially (caveats galore there, depending on editing, effects, etc..) The native framerate is always your best bet on that score.

So yes, go with 24p.
