Frames per second... (HELP NEEDED)

I have recently purchased vegas movie studio 9.0 platinum and I wish to make stop start animations... But I do not know how to change the length of pictures that I import. Please help.

This is easy. In the menu, go to preferences and select tab 'editing'. Look for 'new still image length'. Standard is 5sec, but for animation, it must be much shorter of course: 1/24 sec equals 0.04166 So that is the number you have to fill in. Click ok.
Now drag your pictures from Vegas's explorer to the timeline. Each picture will have a duration of 0.04166 seconds

This probably sounds very stupid, but can u tell me abit more clearly how to edit this settings,ie. where is prefrences? Where is the editing tab? Please help

It's on the Toolbar at the top of your screen. It's the Options button, then go all the way to the bottom and click on Preferences, then on the Editing tab, which is at the top of that window.
