I think Pinnacle Studio does BUT there's a catch.
You have to be a registered user of their Pinnacle
Studio Deluxe software to get it. And I think you
can only insert it using that software but after that,
do what you please. Another catch, the FX will have the
Pinnacle Logo (red ball on a "P" each time you use it.
