I tried to set the Event Properties/playback rate to zero
but the lowest it lets me go is 0.25. Do i need to do
change a setting to allow it go down to zero?

An easy way to do this: do a split at the freeze frame,
render that event out to a new avi (make sure the freeze
frame is the last frame). When you bring the new event back
into VF, turn off "loop". The event will now hold
indefinitely on the last frame of video as you drag the
right edge.
