I've recently been playing with Media Center, a multimedia player and cataloging tool. So far I'm very pleased with it:-
It can display user selectable thumbnails for DV straight from the camera
You can define your own database fields for tagging files
You can sort clips into the order you want and then drag them straight onto the timeline in MS
It's got very powerful search facilities
