My machine is doing a long render at the moment so I won't disturb it by testing this, but I thought it should be possible to add the FX to the track level (click the dinghy on the track header at yourleft and go from there).
You will then have to use keyframes for your varied settings down the (time-)line.

You can save an FX or a group of them as an FX package. When you apply the package to another event (or track) you instantly get all the settings you had made when you saved. Very handy.
