I am having this weird issue with my gpu rendered videos. CPU based rendering and the source files are not affected.

The source video file is recorded with OBS as desktop capture in 4k using GPU recording aswell.
Bitrate is 120Mbit/s and 60fps and 2 audio tracks.
h264 in obs and vegas.
The problem isn't sporadic. It's always the same sections in the videos. The example from above is a Remant 2 recording. It's an in game puzzle.
The problem isn't game specific but there seems to be some kind of pattern.
In Fallout 4 opening the pip-boy perk chart had the same issues even leading to async video/audio files.
In Far Cry 4 it was the world map.
It somehow is related to some kind of ingame overlays that seem to affect the gpu accelerated rendering process. But only Vegas has problems with it.
I tested it with my NVidia 2080TI on one machine and I tested it with my AMD Radeon 7900XTX on the gaming machine.
There were differences between NVidia and AMD, but still unusable (flickering).
It tried to render it with Filmora and Xmedia Recode and the gpu rendering result was perfectly fine.
I am using the Vegas Pro 20 license. No pirated software. Adjusting DRAM and other suggestions didn't work out. I've already tried quiet a lot but now I am out of ideas and thinking of using another program...
h264 cpu render is too slow with <10fps per second on my older machine. It would be nice to utilize the gpu.
Any ideas how to improve my situation or atleast explain how ingame renders are affecting the vegas gpu renders down the line? I just don't understand...
