Macromedia Flash - though it's certainly possible to author a DVD that does something quite similar (not using DVDA though).

The boat and people look like just a 3D animation. The girl in the corner was probably just filmed in front of a green screen and then chroma-keyed out and put on top of the animation. Seems simple enough...apart from having to make the 3D animation of course :)
