What do you mean you want to create a background for a graphic?

I would like to create a graphic (in a paint program) on a green background/layer and then later key it out in Vegas. Thanks.

Any color will work as long as that color is not in your Type.

If your Paint Program supports alpha channels, that usually gives you a better key and more flexibility in transparency.

Bob, I tried something like what you're looking to do. My RGB values for green were R=0 G=255 B=0. I used the pure green chromakey in Vegas and it worked like a charm.

That's what it should be 255 for green and 0 for the others, and if you want to use a blue screen, then just make blue 255 and the others 0.

Guys,

That is the wrong way to do it. Create your graphic with an alpha channel.

Use photoshop. When you hit file > new, set your size and select "transparent background".

If you are creating the graphic in your computer then like DaveT2 said, any color will work as long as it isn't in your graphic.

As far as true chroma key blue or green, it isn't going to be 0,255,0 simply because pure green in television is 0,235,0.

Also, something else you will notice in Vegas. The preset colors for Green Screen and Blue screen are

Green=41,244,24
Blue = 24,71,241

I would imagine that is the proper HSL > RGB translation for true chroma key green and blue.

Finaly, as others have said, if you are designing things in the computer, then alpha channels are the best way to go. Try doing a google search for chroma chroma key blue techniques and see what you get.
