H.264 Help Needed

Fighting a little battle here this evening and would appreciate come help!
This is for broadcast.
What format/settings should I use to fulfill the specs below:

File types uploaded need to be one of the following formats:
•MPEG-2
•Quick Time MOV - We accept H.264 and DV (for SD only) Codecs

1080i Files:
•1920x1080 resolution
•16:9 aspect ratio (1.0 pixel aspect ratio)
•Uncompressed (PCM) audio, 16-bit, 48 KHz

All HD Content must be encoded using the following bit rate parameters

Profile MPEG2 H.264

Bit Rate (Peak) 50Mbps 50Mbps
Bit Rate (Minimum) 35Mbps 20Mbps

For SD I suggest the most straight forward option is to render to MPEG2. They haven't specified a bit rate but 6 Mbps constant bit rate will give you reasonable quality without creating transmission or playability issues with DVD players. Use the standard DVD template

I don't understand what is meant by Profile MPEG2 H.264, because H.264 is the same as the AVC part of MPEG4 (MPEG4 part 10).

Does it mean H.264 coding with an MPEG2 transport stream container? Such files typically have a .m2ts suffix.
