Will any of the previous lines still be visible on the screen when the last line gets to the middle? If so, do you want them to freeze too? If the answers are no, or yes and no (in other words, you want only the last line visible) then probably the simplest thing to do is to make the last line a separate text event instead of part of the credit roll. Place this text event on the third video track and move it on to the screen from the bottom at the appropriate time. If you are careful enough with your timing you can make it look like it's part of the rest of the credits.

In this case, the text event is a single three line item. I move it onto the page using the Pan/crop effect. It is currently on the "text" track. The problem with that is that I can not make it "hold" in place. If I make the event time longer, it just takes longer to do. So what I have done is to turn off the video track and manually position the text event to stop right where I want it. Then I have saved that frame as a .jpg. My thought was to take that into PE2.0 and save it as a .png in order to make the background transparent. The original text event was transparent. However, at the moment I find myself embarrasingly "alpha channel illiterate" . The results so far have been encouraging as far as positioning goes but the resulting .png background is not transparent.
I want the main video track to show behind the title.
My situation now has become an educational issue which is really what this stuff is all about. I do appreciate the thoughts.

Try this:
Make a copy of your text event and place it right next to your original on the text track.

On your first text, use pan/crop to have it scroll to the position you want to hold. Save the end position as a preset (See the "Preset" edit field atop the pan/crop screen. Type a descriptive name in the field, then click on the "save" icon next to the field.)

On your copy, use pan/crop again, but this time, drop down the choice list in that same Preset edit field. You'll find the name of the saved preset from the first text. Select that preset. This will match the end position of the 1st text to the begin position of the 2nd text.

That should work, I think!

As is often the case, I figured it out (stumbled upon it) myself. I was closer than I thought the first time. First of all, the text event was done on a transparent background. I then turned off the main video track and postioned the text event final frame in the viewer. The viewer window needs to be set to the largest value. (652x480) I think it is . Then save that frame as a .png file. I did not realize that there was a choice in the save file format. Then postion that image right at the end of the text event. Rt click on the image and set the image properties , lower field first,
alpha to "premultiplied", Turn the main video track back on and then you can adjust the length of the image as desired and the original video is in the background. And you never have to leave MS3.
