I saw at least one post today where a user said he had received an e-mail offer from Sony Creative Software for an v10 upgrade price that is $30 less than the upgrade price on their website. I haven't received an e-mail offer. Have you other registered users received one?

I hadn't noticed that XP SP3 is required but found out when trying to install the trial version. I've been an SP2 holdout so I guess I'll be forced to upgrade to SP3, oh well.
I got an upgrade email this morning (June 9, 2010) at 1:02 AM (Eastern Daylight Time). I suppose it might take a few days before all the emails are sent out?
I switched over to Vegas Pro a couple years ago (when Pro 7 came out) but I still have a registered version of VMS 6.
My offers are the same as mentioned earlier for U.S. users: upgrade to VMSP 10 HD for $39.95, or upgrade to the VMSP 10 HD Production Suite for $49.95.
For those not receiving emails yet: Make sure you have the "send me emails" option enabled in your settings here. At the top of this webpage mouse over "My Account" then click on "Options". There are tick boxes there to allow or block emails from Sony Creative.
If you had your email preference set to "Do not send me any..." and you want to get the special offer, you might need to enable it and then contact customer service? (just guessing)
I bought Platinum 9 April 31st but would like to upgrade to Platinum HD 10. I have received no email offers even though I have marked to receive them and they are not appearing in my spam filter. The best upgrade offer I have found here is $64.95 for a download (which seems a little steep). When I tried to purchase the upgrade I received a message saying my serial number didn't qualify for the upgrade! I have registered VMS8 and 9, and two copies of DVDAS 4.5. Just how does a guy get into this game, anyway? It isn't for a lack of trying.
@MSmart, two tech support submissions and still no acknowledgment they were sent. Today I again submitted the upgrade information and the system finally accepted my serial number as valid! I did not process it through though because I think I ought to qualify for a better price. I missed the free upgrade by about two weeks.
I did not receive any emails from Sony, in spite of having proper settings in my preferences checked.
I e-mailed support and they sent me a link to the upgrade discount offer.
Thank you, MSmart. I don't know how I continued to miss finding that page. Perhaps I expected it to have a different name or something. I experienced no waiting and a very nice lady gladly took my credit card info. Surprising, since I expected to be on hold for 30 minutes and talk to someone I could barely understand. My VMS9 Platinum order was actually March 31st so the HD Platinum 10 upgrade was $39.95 plus $9.95 shipping.
Same thing here. I called customer service - the menu system said there may be a long wait, but I got a nice lady right away. Told her I didn't get the upgrade e-mail because I was on the no-mail list. She gave me a code that can be entered during on-line ordering. I got the Production Suite boxed for $59.95 plus $9.95 for shipping. Not sure if the e-mail price is lower, but I'm happy.

I ordered my upgrade from the promotional email offer.
The "packaged" HD Plat 10 PS upgrade version I received was shipped in padded envelope and consists of a Movie Studio installation DVD, a FASST Start Guide DVD, a Quick start pamphlet and a Vegas product pamphlet. Sony confirmed that the upgrade does not come in an off-the-shelf retail store box. I was expecting a full retail version box, especially since Sony charges $10 shipping for the "packaged" version, and only $5 shipping for the "backup" disc.
