It may not be the exact process but one way to cheat it is to zoom in on the still with the correct aspect. Then, turn off the aspect lock and key frame a squeeze of the image vertically using the track motion. Here is a test.

I added a little blur to the foreground and slightly tilted the image back using a 3d track motion but those weren't really necessary - just tinkering really.

The effect was exaggerated quite a bit and was not really optimized for quality. ie I could have probably zoomed in less at the beginning so the image wouldn't be as pixelated.
