It sounds terrible, lol... but you can pull that off with a tremelo effect that has its attack and release set to happen extremely fast, so instead of the volume fading in and out, it cuts in and out, then crank the rate way up so the audio cuts in and out really fast.

Vegas may not have it built in, but it does support VST effects, so see if you can find a VST tremelo effect.
