Help a new user out with a simple text-related problem

All I want to do is place text over my video footage on the timeline in Vegas Video 3.0 but I cannot find out how. I simply want text in the foreground and my running captured clip in the background. The deadline for a documentary is coming up and this brings everything to a stand-still. Please help.

Create a track above your video.
Go to the Media Generator tab at the bottom.
Click on Text.
Drag Default Text icon to the new track over where you want it to appear.
Modify to your liking.

Or RIGHT-CLICK on the top video blank track and select Insert Text.
