There may be numerous ways to do this in Vegas .. There also may be some pre-packaged FX in someone's FX bundle that will make this easier, but Vegas can do this with Pan/Crop. Use one video track per box -- so if you want a three strip effect, use three video tracks stacked, one for each image. Then open Pan/Crop window Check "Mask" and use Rectangle in each track to place the image where you want it .. I'm sure there are video tutorials for similar things ..
