What version of the software you bought, and how fast is your machine? Try to also render out before to see if the final exports have the problem too or if it's just an editing problem.

I have version 9 and I am not that computer savvy, but my computer is pretty fast. The text options in Movie Studio 9 or kinda crappy, so I did my text in Windows Movie Maker and imported in. Does this program have more text options, maybe to download?

Importing WMV videos into Vegas might cause quite some stutter. WMV is not an editing format. There are no more text options, but you can create your own in a format that's meant for editing, e.g. DV AVI.

Additionally, please try to export first before you decide if this stutter persists in the final render or not. Without it, you won't have a clear idea of the problem.

I want to create a scroll perspective like you would see at the beginning of Starwars. How would you create a text option, I'm not sure what a DVI is?

OR ... I used a third party program that does that effect and much, much more.... Bluff Titler. It's not free but it is worth what they want for it.
