Help with moving a mask

Sometimes I am able to select a mask and move and other times it just moves the anchor points. I can't tell when I am able to move it, what I have done to allow it to move. Help with this would be appreciated.

When the entire mask line is yellow, if you select an anchor the entire mask will move. If the mask is yellow and you click somewhere not on the mask line, the entire mask will be un-selected.

I usually right click on an anchor and choose "select" and then "all". Then I move the entire mask, but like I said, just click somewhere not on the mask line and the mask will revert to just moving individual anchors.
