Are you changing the speed by moving the little slider in the lower left corner of the timeline window? This only effects the preview speed and has no effect on rendering at all.

Probably the simplest thing to do is to hold the Ctrl key down while dragging the end of the clip to the left. This will "squish" the clip and it will play back faster proportionally to how far you squish it. You can have it play up to 4x faster this way and it will render at the faster speed.

yeah but the problem is the project is made up of many different shots and cuts - if I drag the last frame to the right it will still only affect that part of the sequence and not all of it ....

Select all of them and press G to group them together. Then Ctrl-dragging the end of the last clip will affect all of them at once.
