Here's one way to do it:

Track 1: Solid black generated media then lower the opacity so you can see darkened activity.

Track 2: Your video

On the generated media, add a Cookie Cutter and adjust to show just the area you want highlighted to be bright. You may need multiple keyframes if the area to highlight moves.

There is a generated media that does this without needing the cooky cutter. Just position the clear spot and adjust size and opacity as needed.

Is there a way to move the highlighted area along with the person highlighted--as in a spotlight folling him? Would that be pan/crop?

You set keyframes. Slightly tedious process. You move the spot and click to denote a keyframe, move/click, and so on. The timeline is seen at the bottom of the generated media window when you open the media "colour gradient: elliptical transparent to black" . The process is tedious because you cannot directly link the keyframe line to the timeline, and have to determine the time for each keyframe and click at that point. But it's not too bad once you get into the hang of the process. Then when you play the video the spot will move as commanded.
