Highlighting text like in the video

Hi iam looking for some help would anyone know how this youtuber is highlighting his text the way he does in this video skip to 1 minute.  is there any tutorials on how to do this i've searched high and low with no luck.Thankyou

I presume that you mean adding the box around the text as shown around 1 minute and that your video and text are on different tracks. If so, create your box with the desired opacity in a graphics program such as Photoshop or AffinityPhoto. There are also freeware programs available such as Gimp, although I have never used it. Make sure that the background is transparent. Then export in the png format. In Vegas add a track between your video track and the title track and insert your png. You can make a single "box" and resize it inside of Vegas using the pan/crop tool so that it will fit any text size.
