In the 'under $600' club there is ReelDVD (great app that supports the dvd spec max of 8 audio streams and has had a major price drop in the last couple of months), Pinnacle's Impression Pro (8 streams/a bit 'buggy, also has had a price drop), and Adobe's up and coming Encore due out this summer (looks great on paper).

On the Mac side of things is DVD Studio Pro 1.5. Decent application, but due out this summer is version 2.0 which is a complete overhaul of the app and is based on Spruce Technologies Maestro which is/was arguably on par with Sonic's Scenarist for several thousands less at the time (Scenarist is ~$20-25K)--Spruce was then bought out by Apple. The buzz is that version 2.0 has nearly everything that Maestro offered, and then some (for ~$600!).

I would wait a couple of months, and a lot of things are going to shake out. If Encore and DVD Studio Pro can deliver what they offer on paper, then it you might want to consider them. My bet is that we will see further price drops on existing apps, which may allow you to get them at a fraction of their original cost. Impression Pro was previously owned by Minerva until it was bought out by Pinnacle. At that time, it was in the ~$8000 range. You can now get it for ~$200 direct from Pinnacle (Pinnacle originally launched it at $1000 less than 2 years ago).
