You can't fix this. The camera only recorded movement every few frames. You might ask your client to look at the shutter speed setting. For 29.97p, 1/60 sec should give more reasonable results.

can we decrease its motion blur effect somehow like some frame blending thing or other things?

@iEmby You need to get rid of the "duplicate" frames and then find a decent app that can interpolate between every 4th frame. I tried in Vegas, but the optical flow is horrible. Frame blend isn't that great. To get rid of the duplicate frames, I went into properties for the video and changed the playback rate to 4.000 times (400 percent), and then rendered that new length. In another project I changed the playback rate of the rendered video to 0.250 (25 percent). That time-streched it out to the original length with interpolated frames (tried optical flow and frame blend, didn't like results).

Do you have Topaz Video AI? That will get rid of the duplicate frames for you and do the interpolation. The fastest method that works is Chrono Fast. There are 4 other methods to try.

@iEmby Here is something interesting. I found that in the render settings, when I render with the quality set to preview instead of good, the quality greatly improves when using optical flow. Same thing when viewing in the preview window, if set to Preview Full instead of Good or Best, the artifacts go away.
